Man twice deported arrested in scheme to smuggle drugs
BELVIDERE -- A man who has been deported twice to Mexico is being held without bond in Boone County Jail in connection with a scheme to smuggle drugs across the U.S. border. Horacio Ramirez, 37, was arrested Wednesday in Elgin after a 10-month joint investigation by police in Belvidere and Elgin and the Rockford Drug Enforcement Administration. Ramirez was charged with unlawful delivery of a controlled substance, criminal drug conspiracy and attempted obstructing of justice. The first two are Class X felonies, which are punishable by 15 to 30 years in prison for each count. Ramirez, who is known as Jose Horacio Ramirez-Sanches by Immigration and Customs Enforcement, was returned to Mexico in 1989 after being convicted of possession of marijuana with intent to sell.
