We Don't Need No Stinkin' Laws

State Insurance Commissioner Steve Poizner was at Tuesday's meeting of the Board of Supervisors in Visalia to assess the county's need for low-cost auto insurance.

Poizner said Tulare is one of six counties being considered in expansion of the program.

“State law requires that all drivers be insured,” Poizner said. “More than 34,000 motorists in Tulare County are traveling the roadways without insurance.”
The county puts their population at 397,000. But their estimated uninsured motorists is a mere drop in the bucket for California, according to this Insurance Journal article from 2003.

One of the issues that compounds California's uninsured driver problem is the fact that millions of residents who are not legally there can't get a drivers license. Gunning said the PIFC estimates there are three to four million drivers, mostly undocumented residents, who are driving on California's roads without licenses, are operating unregistered vehicles and, by extension, are uninsured.
Fortunately, one Tulare county resident had some helpful statements to offer during a recent public comment session with Poizner.

Visalia resident Lali Moheno was the only person to address Poizner during public comment on a low-cost insurance program for Tulare County.

Moheno thanked Poizner for visiting the county and asked if he would consider workers in the county who have had their driver's license suspended or revoked and cannot afford to pay the cost of penalties.

“I would like to see these people have an opportunity to fix their license problems,” Moheno said.

Moheno did not forget the number of uninsured drivers who must drive to work but can not legally obtain a license.

“A large percentage are undocumented workers who cannot get a license because of the laws,” Moheno said.
Translation: We don't need no stinkin' laws.

Penalties are designed to be a deterrent from breaking the law in the first place. If you can't afford or don't want to pay the penalty (and who does?), DON'T BREAK THE LAW. And, if you DO break the law and get caught, I have a heartfelt suggestion for you: be an adult, take responsibility for your actions, and STFU!
