The Senate rejected an amendment to the immigration bill Tuesday that would have put the amnesty on hold "unless the border security measures authorized under Title I and section 233 are fully completed and fully operational." Now why would you vote against that? Oh, that's right — because the bill's border security measures are not intended to ever be fully completed and operational.
